Identify the first EU country and German destination
Record the first EU point of entry, final German airport or location, transit, pet count, ownership purpose, owner timing, species, and route. Do not use a Germany checklist as if it also proves compliance at a different first EU entry point.
Protect the microchip-before-rabies dependency
Have the accredited veterinarian scan the microchip and validate that the rabies vaccination used for travel follows the qualifying identification event. Record any primary-vaccination waiting period and both microchip numbers if a second ISO-compliant chip is used.
Select and freeze the current certificate branch
Use the USDA APHIS Germany page for the planned endorsement date. Record the current form, non-commercial or commercial branch, veterinarian issue date, APHIS endorsement, declaration, owner timing, and the arrival window instead of reusing an older EU certificate.
Map the border and local handoff
Confirm the designated traveler point of entry where required, original documents, microchip scan, customs or veterinary checks, arrival facility, operating hours, responsible traveler or agent, and any German federal, state, or local follow-up relevant to the destination.
Obtain operating-carrier evidence
Government entry eligibility does not prove transport acceptance. Record the operating carrier, segment, channel, aircraft, crate limits, breed and weather restrictions, booking or airway-bill reference, facility, cutoff, and written reconfirmation date.
Build Germany to USA before departure
Preserve the EU certificate, microchip and rabies history, itinerary, country history, and carrier records. Recheck the current CDC dog-import branch, USDA and destination-state rules, and the return carrier before leaving Germany.
